The Prosecuting Attorney for Skamania County, Bradley Andersen, has a new test for the validity of Home Rule Charters;
he refers to it as the "Bozo Test":
" Any Bozo that looks at the charter and the constitutional requirements could easily conclude that the instrument, on its face, is invalid."
